NJ Driving Laws: What Happens After You Pass Your Road Test?
Passing your road test is a big moment. But in New Jersey, passing the test does not mean you can drive without rules yet.
If you are under 21, you are still part of New Jersey’s Graduated Driver License (GDL) program. These rules are there to keep new drivers safe.
This guide explains everything in a simple way — for students and parents.
The 3 Stages of Getting a License in NJ
New Jersey uses a step-by-step system to help new drivers gain experience.
Stage 1 — Permit (Special Learner's Permit or Examination Permit)
Stage 2 — Probationary License (after passing your road test)
Stage 3 — Basic Driver's License (full privileges, no restrictions)
Stage 1: Permit (Age 16+)
Who Gets a Special Learner's Permit?
To get a Special Learner's Permit in NJ, you:
Must be at least 16 years old
Must have a supervising driver:
At least 21 years old
Licensed for at least 3 years
The Rules While on a Permit
Every time you drive, these rules apply:
👤 Supervisor Required - A licensed adult (21+, 3+ years experience) must sit in the front seat.
👥 Passenger Limit - Only 1 additional passenger is allowed.
📵 No Phone Use - Do not use your phone while driving. Even hands-free is not recommended.
💺 Seatbelts - Everyone in the car must wear a seatbelt.
🪧 GDL Decals - Drivers under 21 must display red decals on the front and back license plates.
⏰ Curfew - No driving between 11:01 PM and 5:00 AM.
🆕 Practice Hours Requirement - New Jersey now requires: 50 hours of practice driving + least 10 hours at night. A parent or guardian must confirm these hours before you can take the road test.
🚘 Stage 2: Probationary License
You passed your road test — great job.
Now you can drive alone, but rules still apply.
What Are the Rules?
⏰ Curfew - No driving between 11:01 PM and 5:00 AM
Exception: You may drive for work, school, or religious reasons only if you have written proof.
👥 Passenger Limit - Only 1 passenger is allowed.
Exception: If a parent or guardian is in the car, you can have more passengers.
📵 Phone Use - Do not use your phone while driving — even hands-free can be distracting.
🪧 GDL Decals - You must keep decals on both license plates.
💺 Seatbelts - All passengers must wear seatbelts.

Fines (around $100)

Possible suspension

If you get 2 points, you must take a driver improvement course.
More violations can lead to license suspension.
🪪 Stage 3: Basic License
After:
1 year with a probationary license
Age 18 or older
You can upgrade to a basic license.

You now have full driving privileges!
